Frollo has long been preparing for a demonic attack on the cathedral. His own past with demons led him to become paranoid, thinking they were always right around the corner. He never told Cinderella of these supernatural beings, but was always alert and always ready for an attack. This is why he would have weapons and supplies ready.
As an uncle Frollo is very kind, yet strict and overprotective. He knows that Cinderella must take part in the fight, but dreads it, and would protect her however he can. He is protective over all the humans as they all follow him and look up to him as a leader. As the last living priest, who also taught them everything they now know about demons, they look to him as a leader, and he has proudly risen up to these responcibilities.
Anyone who wants guidance, forgiveness, advice or even just moral support can come to Frollo. He is gentle, but wise and just.
Before the attack:

Frollo once had a younger sister, Wendy, who he loved more than anything. Their parents had both passed away and they were all the family they had. However, they were very close and would always look out for each other.
As Wendy gave birth to a little daughter they were both overcome with joy. Frollo never had a family of his own, as he from an early age decided to devote himself to God as opposed to a woman. As a priest he spent all his time in the cathedral or doing charity work.
Before the baby could turn 1 year old, a lewd demon took Wendy away from them and burnt their little home.
In horror Wendy's husband fled, and overtaken by grief and fear he took his life shortly after.
Frollo took the little girl, who Wendy had named Cinderella under his wing and raised her as his own. He sees a lot of his sister in her, and would not let any harm befall her on his watch.

FRIENDS:
Cinderella; The only family he has. He loves her more than anything, and would do anything in his power to keep her safe and away from harm or danger. Even if he put responcibility on her shoulders and made her fight, he does not want her to.
It is her responcibility and duty to fight alongside everyone, though he could not imagine loosing her like her mother.
